OK, I need some guidance please...

Have a Wi-Fi enabled tv in the tv room, with a mini server attached, which I use to download torrents etc. House is Wi-Fi enabled 2meg line uncapped.

Another smart tv in the master bedroom, however, I don't think it has Wi-Fi capability, and another tv outside on entertainment deck.

What suggestions would there be set up wise. I want to be able to "stream" movies music etc from the tv/server in the tv room to both the other TV's in the bedroom and entertainment deck. Also want to stream "internet music/radio stations to the entertainment deck. Would I need separate speaker set up attached to the tv on the entertainment deck. Plus have a separate independent dvd/cd radio system to play cd's etc.

Well to cover most of your requirements.
Get a Top box like Roku or WD tv or simalar.
That will enable you to stream from Plex on the media server at least and stream Netflix and Hulu.
The Radio stream I am not sure, perhaps both these devices could stream radio if it is in their list for the device to be supported.

I have the media server in the study, a micro server in the front main living room where the surround sound is and big tv.
We spent most of our time their for media wise thus it can stream the media server, radio and online streaming.

The rest of the rooms are fitted either with a apple tv(that will be replaced soon with Roku top boxes) they do just plug into your HDMI input to display and for sound.
They are wireless most of the units thus no need to lay more cable but for peace of mind, I will lay Ethernet cables right through the house for all rooms.

That is one option you have.
 
Will go with the above and for radio streaming i know the Roku has the tunein app so you will be covered. Pandora is also available if you use a US roku account. Plex media server is your answer as far as streaming your local content is concerned, the plex apps are available for almost all the platforms ( smart TV/ android/ Apple/Roku) so you can play the content from a variety of devices around your house
 
You can either do a push configuration running plex and a compatible receiving player,or a pull config,each has it's fans

I use android media sticks and XBMC/Tunein, a cabled/wireless network and central network storage NAS servers personally
