Municipal Invoice

My bill (for an empty stand in PE) shot up with approx. R800 (from R473 to R1273).

The new invoice now includes items like an electricity availability charge, and something called "elec avail sseg off grid/vacan".

Is this something new for all municipalities, or is this one just behind the times? I have had this stand for years, and these items were never charged before.
