Sounds like your line are being throttled :/ Just move to another ISP.

Do a test to see if its Mweb or your telkom line. Go to Axxess.co.za and sign up for a free trial 3GB account and test the account.. if you getting the same speed.. Then go to afrihost and signup for their free 1GB account.. Do test again..

Now if you getting same speed with all 3 accounts, then it points to your line.... or your exchange..

Do a port reset on your line or check noise on line.. Also your exchange could be congested..

It used to be around 110KB/s, all the time. Which is full speed. Then as their network got oversubscribed it went to 70. Now with all the throttling and other bull****, who knows?

I would recommend that you follow the link and sign up for a free 1GB account from Afrihost. You will receive it every month and there are no catches.

Insert those details in your router and see if there is a speed difference.

http://www.afrihost.com/site/product/adsl_capped?src=website_nav

you can also run
Code:
tracert mybroadband.co.za
from a command line and post the results here.

Remember, its a up to 1mbps speed line you get from Telkom, not guaranteed to sync at 1mbps. So you line seems to be slower than 1mbps. Noise on line or distance from exchange could be the issue.

Super Sun Bird is correct, post your attention and SNR values and we can give you a pretty good idea of what's going on

Probably a physical line fault, had a similar issue when telkom crossed my pair with the neighbors, dsl was stuffed and phone calls were terrible
