We do no throttle on our network we employ shaping on our uncapped products. Rapidshare falls under our shaping rules.

Are you downloading for free from Rapidshare? After megaupload went down and other similar sites changed their policy in reponse, a lot of people moved over to rapidshare. Soon afterwards rapidshare throttled all free downloads to 30KB/s.

Have you tried downloading with www.speedleecher.net yet?
Works like a charm on my MWEB shaped uncapped account.
