Mweb filters connections, breaks Linux update

Last weekend I tried setting up a new Raspberry Pi, but apt-get kept stalling with a "waiting for headers" message.
This week my Ubuntu desktop started doing the same thing.
Tonight I proxied the connection of both through a vpn connection and the problem went away! On both systems! WTF?
I can't believe that I'm the only one that got screwed by this. What to do?

Move away, had the same problems 2 years ago and moved away. Never been happier.

Hi Monad, send me a PM with your MWEB details and I will have a look into this for you
 
How does that even work? If this problem is unique to me that means every user has their own heuristic filter and somehow mine has decided to block my most common use case. Can that be right? That sounds like a lot of effort for nothing.
