Mweb ISP - Speedtest opinion

Hi Guys,

I would appreciate your technical input on this speed test result at a client premises.
No wisecracks, I know this speed is abysmal !

Router : Netgear DG834 / latest firmware
Line syncing at : 4 megs up / 512 k down
Line attenuation : 28db up / 6.5db down
Noise : 10db up / 13db down
Exchange area : 021 948 xxxx

ISP : Mweb

Not sure if this is a Telkom issue or Mweb issue.

I have suggested that the client try another ISP and waiting for him to report back.

570ms... Line/Telkom/modem fault.

Get them to isolate the connection before testing alternate accounts. Router straight to phone jack minus all other devices, single PC connected to router via cable, and disable WiFi on router.
