MWEB issues

I recently upgraded my line and service from 2MB to 4MB. Apart from a few times since the upgrade I'm getting the same and at a lot of time worse speeds. Like at times I literally cannot open web pages but I'd receive whatsapp messages on the same wifi. I've done a speed test and there is an increase. Anybody else have similar issues and are there and ISP's who don't have these issues?
