No, ironically I can't. Perhaps its better for Browser to bury his pride and fax the forms to MWEB in the new month and get a whole month of goodness instead for 4 days for the price of 16

I am please to say that Axxess doesn't require such nonsense, sign up online, choose your package and pay obviously, that's it. But they asked for ID number, maybe that is what RICA is.

I agree, it is nonsense... but Axxess are not fulfilling their legal obligation to comply with RICA (as many other ISP's including MWEB) aren't either. Give it another two years and ICASA et al will get involved and it will be a mare.
