And which area? Maybe the 1mbps to 2mbps upgrade only now completed there? Or it's a mixup at your ISP.

Probably not 207Kb/s as per the screenshot. a 450Mb file should take 29 minutes to download, you were on 26% and eta 28 minutes... so no where near 2Mb download speed...

Sometimes when I do Steam updates it shows 300- 350KBps for the game updates, but in reality is more like 150KBps if I look at what bandwidth my router is using at the same time...

How long did that file take to download in the end?

When I still used Openweb's 1mb uncapped, after-hours the speed would go up to 200kbps.

Unfortunately that account was unusable during the day.

So I logged on to my PC remotely to check how my torrents are running coz they were dead slow the last couple of days but appeared to be running at full 1Meg Speed before I left for work this morning. To my surprise someone stop all torrent .
I realized the spike when I restarted them.. I also monitored the downloads using the Android App and same thing. Just before logging of I realized my Laptop was running on Battery Power..

So a family member must have moved my laptop and connected to different Internet connection

When the lines got upgraded from 1MB to 2MB I would get 160-200kbps on my 1MB MWEB account. I think there were even a few posts of other guys getting the same speeds on 2MB lines but 1MB accounts.
