My ADSL line stats. Are these normal?

I am finding that my internet connection over the last 2 days has been pathetic. Are the following stats normal.
Even some local sites are very slow.

Attenuation: D/S - 23db, U/S - 7.5db
Noise margin: D/S - 31db, U/S - 25db

How do you find those stats, I'll check mine and post them too. I've also not been happy the last few days but keep getting told by my SP that all is fine!

Mine are always about this [terrible] but I'm at the MAX limit from the exchange:

ADSL Link               Downstream      Upstream
Connection Speed         1024 kbps      384 kbps
Line Attenuation         53 db          15.5 db
Noise Margin             11 db          12 db

those are good. which isp you with - have you tried another tier1 based provider IS/saix/verizon

I am with Hyperlink. If I enter my SAIX based username and password, I don't even get an IP address on my router.
I have a local only IS based account which I have also tried. At least I am able to get an IP and browse certain sites. Myadsl is mostly available, bidorbuy is quick, xbox-360.co.za is also pathetic. I am not saying that there is a problem on their side, I am sure it's mine.

I have tried to get hold of Telkom fault reporting, but that's like trying to find rocking horse crap.

Any ideas?
