My broadband website error

I'm not sure where to post this, but recently I saw several times or experienced the page which I attached here. Anyone encountered this? And why this happened? It says proceeding, but never goes to the home page. And I tried it in several browsers, same story.

No such thing as well , but I usually only open the site homepage to read the news or new developments and so forth.
