I was told that I live 4.5 kilo's from the exchange and for that reason my 2 meg line runs at 1 meg and there is absolutely nothing that Telkom can do about it.

Is this true? If it is does this mean that the guy that lives 6 kilo's from the exchange will only get 500k throughput on a 2 meg line?

I am the same. Mine runs at 1.8..not even 2. People further down the road can't even get adsl.

The frustrating thing is that there is an exchange closer to me (I am on the border) but I have to get it from that specific exchange. Ask the techies at telkom if they can do anything about it but I doubt it.
 
Not necessarily, It also depends on copper quality and a whole bunch of other factors.

1mbps at 4,5km doesn't sound right though, What are your SNR and Attenuation stats
