After my first set of test results I noticed the following:
Dan Elwell's test
the larger download speed test which is around 3MB, downloaded without any throttle. However, the smaller test which was around 1.6MB got throttled.
web based test
Downloaded 262144 bytes in 54088ms (37 kbps)
Uploaded 65272 bytes in 5789ms (88 kbps)
I ran the web based test twice thinking the first results couldnt be right. 2nd was nearly exactly the same. A whole 37kbps download
Any one else get similar results?
