So I want to buy a camera. The one on my phone SUCKS. I don't really take many photos, but when I do I like them to look nice. I'm thinking of getting a 12MP compact, something like a Kodak C182 or Nikon L22. Hifi Corporation has the Kodak with a 2Gb card for R1200 or so.
Would this be a good choice? I have a max budget of R1400, so I can't go much better than that.
Personally I would prefer a DSLR, but I can't afford it, and I really can't justify spending so much money on something that I might not use a lot.

In particular have a look at the Canon A3000 IS, or the Sony W310... I think they are in your price range.

Looking at the Canon brings me to another question. I'm looking to get a camera with as high a resolution as possible, which so far is 12MP. Does it matter that much if I go down to 10MP?

No

No, because MP's are not the most important factor when defining image quality. The real factors are often not advertised.

See here:
This example with phone cameras but the same principal... note image sensor size is very NB and not MP.

I dunno if Sony has changed it's tune yet but I wont buy a Sony purely because of their proprietary (read EXPENSIVE)memory card. I've had a few Canon Ixus' but the last time I got a point and shoot I picked up a Panasonic Lumix. What you should be looking for is how much optical zoom the unit has. The MP is not nearly as important as the lens. If I were you I would look at the Panasonics they have some pretty awesome cameras out at the moment.

P.S. I'm not a Panasonic fanboi either, my primary camera is a Canon EOS.

Sony's new cameras take SD cards.
