Telkom presented them with uncompetitive options, so the majority of them have opted out and will not be offering it.
To my knowledge, it is only Telkom and Vox and Afrihost and BCX who are offering it (Naked DSL / Pure DSL) but BCX has not listed their prices yet.

Possibly, but they do not make reference to the terms "Pure" or "Naked" DSL, from what I had seen this morning - perhaps I overlooked it?

WebAfrica does not offer it.

A few weeks ago I asked on Webafrica's whatsapp support line if they are going to offer Pure Dsl and the reply was it will appear on their website...so don't look like it at the moment
