My understanding is that their content licenses require this. Uncertified boxes could potentially, as an e example, break the hdcp requirement and allow for illegal distribution of the content.

Also, why do people even go out and buy uncertified boxes?

The point is about getting access. I appreciate that they are worried about rooted boxes. An unrooted box still will not show up as certified. In either case whether a box is rooted you can get Netflix/Hulu/Vudu/NowTV/HBOGo/etc. If people want to pirate content a rooted/uncertified box is the least of your problems TBH. But that is their choice, DStv's off course.
