It is exactly this kind of service request that peeves me off. I am betting that there is no documentation, models, business process or anything to work from. You as web developer should just use the other website and clone it exactly, matching every little feature. And when you send a quote for the appropriate amount of work and time it took, taking the 4 weeks deadline into consideration, you get told "are you mad, I am not paying that!".

I don't ask someone to build me an exact copy of someone else's house from 1 or 2 photographs in 2months time.

Ok, to be fair, the OP does mention the design will be different.

@NathanCrow: I doubt you'll get anyone worth their salt with this kind of request. You should perhaps consider using that cash to get into the Members' Area yourself, make notes, figure out what you want out of YOUR website, and then look for a developer to build your own idea of your site. Cloning another site is plagiarism.
