Well, yes, RouteSentry separates your local and international traffic to different accounts, ie: you need two accounts so that international traffic can be routed to the account that you have international bandwidth usage available, and then local traffic is routed to the other account (which is usually a local only bandwidth account).
If there is no separation, then all your international bandwidth will be used first, even if the traffic is local.
In order to play BF2, you need at least some international bandwidth as the game needs to authenticate on international servers when started. So if you don't have any international bandwidth available, then the game won't be able to authenticate and you wo't be able to play online...
