Need help with choosing ISP and costs

Looking for a 4meg line and Afrihost has been recommended and that is R397pm. However there is still the cost of the ADSL line to consider and Telkom said its 200 and something, slo close to 600pm, excluding telephone cost.
However I see now MWEB has their 4meg for R239 but the data plus line is R449. Surely that's cheaper overall, or am I missing something?
