Need to fix the telkom ip

Hi all recently i got the ADSL connection from Telkom, i need to change the and also i need to fix my ip because i need to download stuff from password protected sites and when i try to download suddenly my ip changed and i always failed to download stuff from internet.,
just help me how can i fix my ip address?????????

You won't be getting a static IP cheaply

And possibly will still have this problem as most SA internet is "a chain of adsl proxy servers" that'll always be shifting IPs

That's when the proxies are working, but from my side all the proxies I was using in the past are "dead".

196.25.253.13
cache.telkomsa.net
cache.saix.net
198.54.202.3
All above are port 8080

cache.saix.co.za
port: 3128

None of the above proxies are working from my side for the past few days since telkom had a problem in CT.

Do you know of any others I can try?

its not the problem since few days, coz TELKON changing the ip every moment thatswhy we have trouble to download the password protected area.
I just want to know it how can i fix the IP?

Even when not using a proxy,each of the internet gateways are strung-together caching proxies. Some place somewhere you'll hit a snag
