Need to pick the brains trust

New to here, but though maybe the brains trust could assist. I am having huge problems with my ADSL in the Fourways area. I have a 10Mbps ADSL uncapped offering from Mweb, both line and internet. Prior to moving to Mweb was with Telkom as both ISP and line provider and had the line at 10Mbps even before moving to Mweb. Line stability at 10Mbps was great, pin stats on Speedtest to both Mweb and SAIX was sub 20ms and speed was up around 7-8Mbps.

In August last year started having stability problems on the line but only between 18:00 and 22:00 / 23:00 at night. ADSL line would physically drop and then spend an hour or two trying to reconnect, the rest of the time the line was perfectly stable. Logged a call, somebody did something and problem, seemed to be fixed. Then apparently there was a cable theft and the portion of line was replaced and the problem came back. Telkom claimed that I would never have had a 10Mb line due to my distance from the exchange despite me having speedtest results from February 2012 which proved I was on 10Mb. Numerous Telkom personnel have been around, It has been escalated at Mweb to senior Management but 5 months later I have no resolution and no end in sight.

Basically this is what has been done so far:
Telkom replaced internal (on premise) cable.
Moved pole from inside my property to outside (a distance of 1 metre - not sure how that will help the stability but anyhoo)
Dropped my line speed from 10Mb to 4Mb - problem still continues but reconnect is quicker.
Tested the line with my original Netgear DGN 2000, bought a new netgear 6300 and tested with that, still the same.
Telkom then said it was a generic problem with netgears and gave me a D-Link DSL2750U to test with - same problem, still dropped.
Telkom insisted I had malware on a device on the internal LAN despite the fact that the only windows PC on the internal LAN connects only once or twice a month. The devices connected are two iphones, two ipads, a galaxy S5, and during office hours a Macbook Pro,and a PS4 from time to time, I do have a PS3 and XB360 but these have not connected for months.
Disconnected all devices on my internal network, switched off the wifi radio and physically pulled all the wired LAN connections still dropped connection - over a 12 hour period dropped connection around 19 times.
I have a full UPS system powering my whole house so there are no power outages when Eskom load sheds or drops power. I do not have anything on a timer that kicks in at those times. I have tried four different filters, with the line connected directly to the modem, or via a surge protector or via a filter with and without the analogue phone handset connected. I have checked that my electric fence does not switch on at those times or that the street lights closest to the Telkom line are not switching on at those times...

I didn't check my SNR prior to all this starting so I have no frame of reference however now at 6Mb the line is around 13 - 14 Downstream and 15 to 16 Upstream, whenever the problem occurs the SNR drops to 7 Down and remains around 14- 15 Up however after the line stabilises itself the SNR goes up to previous good values so something somewhere is causing this. If my distance to the exchange were a factor surely SNR would be a problem constantly? Telkom claims they have put me on a new DSLAM and have replaced the entire cable through to the exchange but I somehow doubt this is true. They have also claimed that is that period when every body is busy and that as more people come on-line at night it will cause my ADSL to physically drop connection. I can see that it would impact my throughput as more congestion and contention occurs but I don't see it physically disconnecting my ADSL. Lastly the problem has now started occurring during the early morning hours as well, roughly between 07:30 and 09:00 which is actually when most people would have left for work so I don't buy the contention argument.

I also have an ACL on my wi-fi, locking devices down at MAC address level and have enabled both the firewall and IPS on my Netgear 6300.

Does anybody have any suggestions, ideas or thoughts that I can still try...?
 
Assuming you have a phone attached does the SNR drop to the 6dB level when answering an incoming call?

It is just a lot of text in general, he is too lazy to read. EDIT: Also a lot of unnecessary information, e.g. virus in LAN, that's nonsense you can disregard immediately, the chance of that affecting every device on the network is about the same as a Telkom CEO giving his bonuses back.

Anyways, how has your attenuation changed recently?

Nope no drop, although he phone is rarely used, mainly receiving calls or logging calls. Have also checked when the ADSL drops the phone line is still active so the entire line doesn't drop just the ADSL portion.

Not by much over the period, usually downstream attenuation around 40 or so, upstream around 25... this doesn't really change, its the SNR that changes when the problem occurs and ALWAYS in the same time period every day... 18:00 to 23:00 every night and 07:30 to 09:00 every morning
