Neighbors internet speed has dropped

My neighbors wifi internet speed seems to be have dropped and I'm suddenly getting high pings.

Is there any way I can contact his service provider without having his details, as we are strictly on non speaking terms since I spat at his kids all those years ago
 
Contact his ISP and tell them eveything by all means. People like you deserve to get locked up. Internet stealing is illigal AFAIK

Although 'stealing' your neighbour's Internet makes you a top-notch prick, I doubt whether it's illegal. Is it not up to the neighbour to secure his router?

Well you are useing a service you are not paying for without permissions. If not, it should be. Its illigal in the UK and the US
