Can someone explain download speed using neoconnect lite 99 and using UseneXt servers to download
307kbit/s (38kbyte/s)

I dont see what the problem is. 1 kbyte = 8 kbits.

Therefore, 308kbits = 38.5 kbytes.

well the max speed on the Neo lite 99 is 156 kbyt/s

Does it only spike to 38.5 KB/s or is it a constant speed?

Count yourself lucky, dude.

Probably burst speed or ure client reporting the speed incorrectly
