The countries represented at this the first of I-IGA meetings, included The Democratic Republic of Congo, Botswana, Lesotho, Madagascar, Malawi, Mauritius, Rwanda, South Africa, Tanzania, Uganda, Zambia and Zimbabwe, while Burundi attended to observe.

The protocol will come into force once 51 percent of the signatory countries have ratified it. Thereafter, we shall move quickly towards implementation of the EASSy cable and associated networks to connect the countries of the region".

Apart from establishing the I-IGA's internal bureaucratic processes and structure, with the election of various I-IGA office bearers, other issues discussed include:

'the identification of firms to carry out studies to determine the regulated return on investment'

The Department of Communications' Lyndall Shope-Mafole, is quoted to have been committed: "South Africa regards the NEPAD ICT broadband network that includes the EASSy cable, as crucial to the success of the 2010 FIFA World Cup event, and since this is an African event, our collective efforts are needed to achieve this".

Notably Kenya is not on that list (maybe because they like to get things done.)

We'll still be here: setting up committees, talking about in 2110.
