but it is also a case of forcing all municipalities onto the same pricing - so not only are you preserving and extending a monopoly but you are also making it an inefficient one.

Ja, no, well, fine, end users shouldn't be ripped off, but shouldn't they look at their own disparities first? Ekurhuleni charges < R1.50/kWh, while Eskom is approaching R3.00 (or so I've heard). Also, lets say that only tariff B is available for your bulk connection, but all your customers want to be on tariff A. How do we resolve this under-recovery? NERSA should put a bit of thought into these things first.
