1 last thing you can try is disable the firewall on both pc's then check if you can ping.

If you switch to static, i.e. if you set your ip addresses as 10.0.0.*, and you configure the gateway as 10.0.0.2,
remember to set your dns to 10.0.0.2 as well, or your browsing won't work.

Regarding the firewall, i've spotted something strange. The one green firewall light stays on, but it's disabled.

On 2nd PC both lights are off.
I've also disabled Comodo at startup & restarted & uninstalled Zone alarm on the 2nd PC. I also disabled IPv6 on both PC's.
Still cannot ping PC's, but that one green FWall button that stays on doesn't make sense to a noob like me.

from what I have read, why would you need separate card?
why not just connect PC to PC with on-board NIC?
also, with all these settings recommended, there should be some common ground.
ie do 1 and stick to it and try sort it from there before moving on.
so would say, do something simple like:
1 - give your modem/router an IP change and make it 192.168.1.1
2 - make sure DHCP is enabled on it
3 - check all PCs for auto IP obtaining
then let us know how it goes and we try sort from there with those 'basic' changes
