I need to wire up the new place. Prefer proper network cable for media streaming, and WiFi for browsing with other devices.

I wired up my previous place as it was single story and getting into the ceiling was straight forward. The new place is double story, so its not as straight forward. The one nice thing however is each room has a TV cable point which seems to run to the Dish.

Is there any way to run my CAT5 cables using these points ?

If the tv cable is in trunking or pvc you could pull cat through (depending on space).

If not, EOP or install your own trunking outside and run it through there drilling holes as needed.

Ethernet over power ?

Do these things work ?

I was hoping to do this. Just concerned about the space left. The lounge downstairs has 3/4 cables coming out of the conduit. I'm assuming this was the "master" connection with the rest of the cables running to the other rooms. Would prefer to run the cables together with the existing cables as I might need the TV connections at a later stage.

Never used it personally but have clients who swear by it.

Yea I have clients who swear at it.
OP your whole idea of running cables in order to maximize speed and stability is negated by using EOP - may aswell just use WiFi in that case.

Nothing beats straight CAT6.

^this is what I was afraid of. I know many here who state that streaming full HD over wifi is possible, but I have never managed to get this right. Running the cables was the only thing that sorted out my issues.
