We need to connect two buildings through cables. These are the items we think we'll need.

1x 24port POE switch with 2x SFP Ports on
1x 4core LC Fibre cable/lead that is rugged - 140meters
1x 4core LC Fibre cable/lead that is rugged - 150meters

Any place we can get this items around Pretoria or Joburg?

I don't think there's such a thing as a pre-terminated outdoor cable. (I'd be interested if there is.) The normal way to do it would be to pull in a length of HDD cable through buried sleeving, or suspend suitable aerial cable. Then you'd terminate each end of the cable in either a rack-mount patch panel or a wall-mount termination box, and use appropriate patch leads to connect your equipment to the sockets on the patch panel/termination box.

Also, you haven't mentioned SFP optics, or even what type of fibre you're looking for (single- or multi-mode)? You might need to consider getting a professional in.

Have you thought about going Wireless?

you can easily run 100mbps, 300mbps and even 1gbps over wireless with the right equipment.

The 1gbps is expensive, but is possible. With the Ubiquity Rockets M Titanium you can reach 300mbps as they have gigabit ports. With the Rockets M, you can also get 300mbps, but the port is only 100mbps.

You can get cheaper units like the Ubiquity Nano, but it all depends of the level of usage and type of traffic. If you are just sharing an internet connection with a few users, I would recommend the cheap/entry level units, but if you require more stability and better traffic, get the high end units, like the rockets. And if you have the budget, get the Airfibre that can run 1gbps.
 
I think you simply asking where to get this stuff as opposed to if this is the right route to take, but I will chime in.

Cheaper wireless is half duplex, so tcp performance takes a hit waiting for acks, you do of course get 1gbps full duplex links either microwave or free space optics, but expect to pay an arm and leg

This could how ever be cheaper than trenching fibre over a busy road, so check it out.

The options with only a single strand of fibre abliterates wireless in any form so push for fibre if you moving alot of data or think you going to in the future.
 
You can get pre-terminated fibre cabling at Falcon electronics. It will be a few thousand for both.
