Network Locked phones

Hi, Just bought a new phone today. A Sagem MY401X. I found the phone to be locked on the Cell-C network.

I was under the impression that all new phones will be sold as unlocked phones.

Yeah, That's how I have it as well. I dropped CellC a mail. Will see what they say.

I wanna buy a brand new vodafone live cell so would that be un locked? Should i put my sim in before i buy?
