Network locked phones

I want to buy a phone from someone who has received a new phone on a contract update, the person is with Vodacom , is there a way to tell whether or not the phone is network locked?

AFAIK all phones sold in South Africa should not be network locked. Apart from the ConeXis sold by FNB that is locked to their network. (According to the myBB article this morning)
