Network Locked ZTE MF253

First of all, is it still legal to network lock devices (Vodacom)?
How do I remove it?
Can I cancel the contract and give it back to them since I'm using their sim elsewhere and would like to use a TM sim in the router?

Take it to vodacom customer care or these data desks in a vodacom shop. Ask for it to be unlocked.
It is illegal to lock devices...
