Get her a LG KS360, new from lg. Not a bad phone, I know it's LG but I've only read good reviews. Thats the best you'd get in that price range I think.

I'd go with the Samsung E250..can get one for R699 and it has all the basics(camera,edge,radio) plus good looks
And it's Cheap!!!!
