Sorry to post another thread about this.
I've fine tuned the issue a little though since the last thread.
The problem is International latency. Local Latency is fine.
Telkom 2Mb(recently upgraded) uncapped - http://prntscr.com/2i21e6
Afrihost prepaid - http://prntscr.com/2i21u9
I used speedtest.net so I can access international servers.
This explains why all my online games are un-playable on the Telkom network.
I called the call center, not to my surprise "uhm I'll send a technician"
Also as expected the technician couldn't do anything and said he will get back to me. Two days later... no word.
Funny though I got an sms the next day saying the issue has been resolved.

I asked my friend who lives about 5 km away from me
Kabega > Rowellan Park for those who know Port Elizabeth.
He racked up 620 ms to the same Paris server yesterday.
I can't accept this latency, keeping in mind a week and a half ago it was perfectly fine.
Only thing I can think of is that my line was upgraded around the same time, although I have no evidence that it's related and don' think it is.
So yea, there it is.
