Recently they installed new prepaid meters in our complex (replacing the old ones). Why would this be necessary? We don't have ripple relays, not even in the new ones.What benefit would a new meter have?

There could be a number of possible reasons:

1. Enabling future variable time tariffs.
2. Moving the main part of the meter to a protected area so that the meter is merely a controller.
3. Remote signalling for tampering.

I had something similar about a week ago. JHB Water came and replaced my water meter - which was in perfect working order. The new one has nothing fancy about it.

Somebody got a nice little tender..

What are the meters? Eddies?

Not sure. They removed the old one, put the new one in. Basically the part of the box of the meter attached to the wall is still there, so only the insides and the front panel has been replaced.
