New GPU problems

It's the MSI mobo. I posted about this a few times. There are compatibility issues between the PowerColor UEFI and the mobo's. First check if your motherboard BIOS is up to date. If it is, a new motherboard is required. I had the same problem when I had a PowerColor HD7870 Myst and MSI H61 motherboard. Upgraded to a MSI H77 and it worked fine.

Also, with the case open, as soon as you power on does the fans on the card briefly spin and then stop?

This sounds quite a bit like compatibility issues that a friend of mine had with his Asus Ivy Bridge motherboard and his Asus Xonar Essence ST sound card that weren't compatible, unless he installed it in a 4x slot instead of the 1x slot - what a joke!

Someone else here mentioned an incompatibility issue between PowerColor cards and MSI mobo's. I have the same CPU and Mobo as the OP and I have also refused the temptation of the cheaper PowerColor cards :(

Thanks everyone, It is now working after a bios update :) only thing is the coil whine is very loud.

Coil whine? From PSU or GPU?

A quick test you can do: Get MSI afterburner and push the fan-speed to max. If the noise of the whine stays the same (doesn't get worse) or goes away then it is most likely freq whine. If it get worse, then it could be the fans.

If you did the above test, and then play some games (with normal fan speed) and the whine gets a lot louder, then it is a freq whine. If this is the first time you are hearing it, then the GPU is at fault. Try and test the GPU on another system and see if it make the same noise. If it does, return it; if it doesn't, then it is another component causing the whine.

Run a few benchmarks on the card to see if that is the only problem with the card. Otherwise you could try contacting the people you bought it from and see if they will RMA it for you.
