SA from the 1st of December I noticed the 165.146.0.0
range being used

See the dig (Domain Information Groper) from the Telkom NS server with all 122888 DNS records for the Telkom ADSL network.
From Linux prompt: # dig @ns1.telkom.co.za telkomadsl.co.za AXFR
takes a while to query the DNS server

These are the following abbreviations I do not
understand

ndn-165-128-01.telkomadsl.co.za. 86400 IN A 165.165.128.1
Durban exchange ?

nngy-165-160-69.telkomadsl.co.za. 86400 IN A 165.165.160.69
New Germany ? Durban

rndf-146-14-212.telkomadsl.co.za. 86400 IN A 165.146.14.212
New Doornfontein exchange in Jhb

rrba-146-65-26.telkomadsl.co.za. 86400 IN A 165.146.65.26
Rosebank

tbnb-165-215-39.telkomadsl.co.za. 86400 IN A 165.165.215.39
Bloemfontein ?

wblv-146-201-245.telkomadsl.co.za. 86400 IN A 165.146.201.245
Belville

tpr-165-240-123.telkomadsl.co.za. 86400 IN A 165.165.240.123
Pretoria ?

wbs-146-146-99.telkomadsl.co.za. 86400 IN A 165.146.146.99
????

Mildly intriguing, somewhat amusing, but most interesting is wbs-146-146-99.telkomadsl.co.za, altho telskum are obscure enough for that to be purely accidental (or deliberate?)

Mail Problems and Slow Internet.

Well maybe these IP's are better than the one I have now, which is 198.54.202.--- at present.
Telkom seems to be experiencing quite a few problems at the moment.

Let me guess ... you have 198.54.202.115, right? ;-)

Actually that's not your IP, it's the IP address of the Telkom transparent proxy server. Your address will most likely fall into the ranges listed above (the 165.165.x.x class B or the new 165.146.x.x -- not sure if the new one is also class B).

Oops, I bow to your superior knowledge of IP's. :)

Still the service is shocking at present.

Not sure what the w means in wbs, but I'm guessing the bs is Barrack Street, which is the central office in Cape Town City..

Perhaps the first letter denotes the province (old province names) i.e. n = Natal, t = Transvaal and w = Western Province.

WBS is the Cape Town - Barrack Street exchange, feeding 021-461, 021-462 and 021-465.

TBNB is the Bronberg exchange for 012-343 012-344

TPR is Pretoria (Centrex) 012-311 012-313

NDN Durban Central 031-301, 031-304, 031-305, 031-306, 031-307.

NNGY New Germany 031-705

Hmmm.

I've used subnet IP based ssh access in the past as a calculated risk - so, the risk just got 2 x higher to allow access to a server from an IP range used to assign dynamic IP's

:D

So if you need to find out who the spammer using an ADSL ip address
you can at least narrow it down to the ADSL exchange you connect
as here on the Gardenroute George ADSL subs connect to wblv and ndn,
weird that a ADSL user connects to the Durban IP address ??

Cheers
