New ip range

I have noticed that there is a new ip range on the cell c network

At the moment i have a 197.169.83.x ip address (in port elizabeth)

This obviously has not been registered yet with the services that give locations for ip addresses, and therefore works for Pandora

Netflix and hulu seem to already use a database with the new ip's

PS I am still getting 41.x.x.x ip every now and again

Nothing new - Noticed this already last year if you go to afrinic.net (If not mistaken) do a whois on the IP - I like the description they use "3G subscriber" 41.xxxx Uses a different description Cell C, they still have to put more detail location etc, as Vodacom and MTN do, state, etc
