Yes.

They should inform the local credit card clearing houses of this. Had issues trying to make an online purchase because my IP wasn't "local"

I don't think it should be Vodacom's responsibility to inform everyone they have a new IP address range. The clearing houses should use up-to-date geo-IP information.
