Need help configuring storage for new PC. 50:50 gaming and video/photo editing. So far have two 1TB nvme's incoming (board supports 3 nvme M.2 + 4 SATA) need to figure out the rest.

Was looking for a dedicated OS drive (nvme/SSD 250GB) and maybe one scratch disk for occasional video editing (SSD 250GB). Not sure how to set this up.

You can set the page file in advanced system settings, then you can choose which drive you want to use for page filing. Unless im misunderstanding.

Be aware that constant writes to the SSD will shorten its life span.

Just not sure what to use where. Ideally would like OS to have it own drive then a installs drive I guess. A mix of nvme + SSD.

Just install 1TB drive and install OS, games and software.

The other 1TB you can use for your video editing projects.

Get more ram then tell adobe to use more ram instead of page file.

Not sure why you trying to make it so complicated.

I'm also not sure what is wanted here, suppose partitioning can work as well, though I can't really see why you would want to do this anymore other than an attempt to safeguard your data from being nuked by W10.
