No, from all accounts it uses less in most applications, however it also depends on your application (if you are driving it hard using all 4 cores) and how many peripherals you hang off of it. It you are going to load it up with wifi dongle, LCD's, camera and other USB devices you need to account for that.
The recommended supply is 1.5A to 2A IIRC.

Edit: FWIW I have been running openelec my Pi 2 with USB wireless kbd/mouse adapter and wired ethernet on a 1200mV Nokia charger for the last few days and it's rock solid on that.
