New (revised) mining charter

Confusing !! Most of the news sites says that a new mining charter was launched, yet in this article, the minister says otherwise:

The government said in April that it would endorse in May a new mining charter to govern the mining industry, but Mineral Resources Minister Susan Shabangu said the charter had not been adopted to allow more engagement with industry.

"The 26% target is confirmed for 2014," Shabangu said yesterday.

"The process of the review [of the charter] has happened, so we will be releasing the results in August. The results will determine whether we amend or not.

"It's the process of engagement," she said, when asked what had caused the delay in adopting the mining charter.

From what I've heard it's just a revision of the old charter. Apparently a more consultative process is suggested for business, government and labour rather than the prescriptive tone of the previous "edition".
