New Saix IP's

I just saw my current ip to be in the range of:
41.241.24.xxx
instead of the
196.xxx.xx.xxx

Could this be why my international is slow .... Are they categorizing accounts that use a lot of bandwidth? And is Cape Town the trial group

It's been like that for almost 4 months dude It's nothing new

and before that the ip's were 165.16x.xxx.xxx since saix started adsl
