New technology required - who can help?

I am assisting the KZN Department of Health with improving the referral system. For this to work optimally, we need cell-phones which have a permanent reverse charge system. So all calls received are debited to the receiving cell phone. Who can I talk to about this? I don't mind which company assists. There may be a new revenue stream available from this project.

Just imagine how many of there cell-phones will go missing. Surely a fixed line would be safer.
