Governments recent speech of Licencing new fixed and mobile operators is Total Nonsense under the ECA.

We are moving into Unified licencing and one bright spark talks of fixed line and mobile Licences.

Yes we do need 2 more operators Covering the Mobile sector and yes we do need more operators Covering the Fixed internet Broadband part.

The ITA from ICASA should read :

2 x Telecom Licences covering the mobile Voice and data sector for provision of Telecoms services using the 1800mhz/1900mhz Frequency range. ( Roaming to be allowed for 5 years for rural coverage )

2 x Telecom Licences covering the mobile Voice and data sector for provision of Telecoms services using the 1800mhz/2100mhz Frequency range. ( Roaming to be allowed for 5 years for rural coverage )

4 x Telecom Licences covering the fixed broadband internet and Voice for the provision of Telecoms Services using the Wimax band 2500mhz.
100 % Population Coverage to be achieved within 3 years. Rollout Obligations to be hard and fast with Fines being imposed for non compliance.

Any other ECNS licensee can choose to produce business plans with intentions of using other forms of Connectivity.

All of the above licences will include international Gateway licences.

With Cost based Interconnection ( Which i hope will happen soon ) and all the undersea cables landing in South Africa. South Africa can over-take Nigeria in Access and competition amongst Telecom Operators.

Who's in Charge ?

Who can make Decisions to force open Competition ?

Who can Force down prices by regulation ?

Who can do it all with just one announcement ?

Who does not have even a dial-up or GPRS connection at their home ?

Who has to pay R2 per megabyte for access where possible ?

Who has to go to an internet cafe to check e-mail ?

Who wants 8mb per second adsl ?

Who has 3G coverage any direction they look ?

Who wants 7.2mbs 3G

Who has almost all network operators Covering their home ?

Who moans about playing games online and latency issues ?

He didn't say the blacks in power were incompetent.

He basically said (paraphrasing).

The the people in power are incompetent.

The people in power are black.

It's not the same as saying blacks are incompetent.

Actually he did.. in his signature about the "blacks in government"

But I am not even intimating that he said that.. he was bringing colour into this.. and I was saying colour has NOTHING to do with it in any way shape or form and only competence/incompetence has anything to do with it.

If i was ivy or paris or mbeki I would worry about the people that put me there to look after their interests. I would worry about those that earn less than R2000 per month and do it for the nation.

Many years after apartheid, we are still fighting amongst ourselves... in stead of fighting with the fat cats. Until we stop, they will keep doing what they want.
 
Couldbnt agree more DXL - though, instead of the generic term - i would have used a more specific one... ANC. The ANC was created by group of highly intelligent individuals to oppose the degradation of black people in many ways - not least of which was the way education was handled. The ANC is doing more harm to their "comrades" shall we say then the NP could ever do. Repression makes people fight the system. propaganda makes people fight among themselves (what else could you call all the silver linings government spews out). the fact of the matter is that he was correct, just too bloody inarticulate to state in a way that does not offend liberals. personally, i think the amount of degradation of our educational system was an even worse move by the government and its showing now - but disconnecting people from the digital age ranks high up there too.

DXL you have a point. So its like shareholders looking after their investment. A pity they don't see it that way though!
