Ok I have been experiencing some seriously slow speeds on my news server downloads lately, when I phoned my ISP to find out what the problem is they told me that most likely the news servers are being overloaded.

Has anybody else heard anything about this. I am getting download speed of 30 KB/s on a 1 meg line which is quite a ways from the 400 KB/s I was getting a week or so ago.

Yes, the news servers do act up on occasions. Usually it's just a matter of waiting it out, it will speed up eventually.

As for me, I've been getting my line limit all day on SAIX. (40KBps , downloading cached thingies)

You think this might have something to do with loadshedding, now that I think about it, it makes sense. Anyway guess I'll just wait it out then, I have been throttled all this week and most of last week though my speed has only been going up to 200 KB/s.

i highly doubt that it is eskom cause these news servers are hosted in data centers where there are generates and UPS's i think that if it was eskom you would not be able to connect at all.
