I used it for the first time two nights ago, and was rather impressed. Downloaded about 4GB in 8 hours on a 4Mbit line - average apeed about 180KB/s.

However, I am a little disappointed that so many things are not locally cached.

There wouldn't be a need to worry about caching if it wasn't so congested.

I remember a few years back when the IS server was pure bliss, maxing out my line on everything both cached and uncached.

I'm a bit of a n00b when it comes to local news hosts. If a .nzb is not cached locally, does it mean I can't use local bandwidth to download it?

I assumed if it isn't locally cached, then I can't download it with local bandwidth...

No.

BTW - a NZB is nothing more than a text file - a listing of all the various files you want and where to look for them.

No it will still use local bandwidth, just at reduced speeds. When an item is cached it means that it's stored locally and therefore you'll get full speed since you only have to fetch that item from a local location. When it's uncached, it means that your provider will first fetch it internationally, and then deliver it to you using your local bandwidth. After it's delivered to you, it becomes cached on a local server. Well that's basically the crux of it.
