Okay so I have been downloading nzb's for ages and have been lucky enough to have an uncapped account so I used Nzbmatrix as my source. Due to economic factors I have downgraded to a 3gb int 30gb local account. The question - If I download a nzb from an international site and use a local server to download is it downloading from the local site or is it using international bandwidth? I saw my cap go in a day and had assumed because I was using a local server address it was downloading from local but then the connection stopped. I then registered for a local newsserver site and tried again and it worked. Have I answered my own question?

I think you may have. Back in my doBroadband days,I used to get all my nzb's from international sites. Those same nzb worked very well on the Telkom SAIX news server (using only local bandwidth). The nzb specifies data locations according to newsgroups, not news server names or IP addresses. As long as the news server you are using has the same groups as are specified in you nzb file, you should be fine.
Your problem has nothing to do with where the NZB comes from (the sole factor that determines what bandwidth you use when downloading from USENET is the server that you are using. Thus if you are using a local server, you use local bandwidth. This is, of course, assuming that you have a setup that differentiates between the two.)
The thing is that if you buy a 3GB + 30 GB local (from anywhere, IS, Telkom, etc) the accounts are setup such that any usage is initially counted towards the international portion of the account. Thus, a fresh (3GB + 30GB local) account downloading a 700MB ISO from a local FTP site will have 700MB international usage and 0MB local usage. Subsequent to being capped on the international portion, you are then allowed 30GB of local only traffic.

remember, blended is int OR local, so a local server will use blended till it's capped first before the local usage will start registering

So I should use my initial data as normal then it switches over automatically to local? 49 a gig is hefty. Will track it visa the website. Hope it's accurate.

yep, that's how it should be but recently the tracker's been up to uhh ....poefie, not capping when it should.
personally i'd never topup with them if i needed international access, because for what they charge for 1gig you could get 3 from somewhere else
