Yes, its local. The actual files are stored on telkoms news server.

The .nzb files might be local but they are small. The .nzb points to files on news servers. The server you download from could be your local ISP or commercial international servers. The free ISP servers have short retention and limited speed. Most people pay for international servers with long retention and full speed downloads.
