Can anyone advise me what would be the most value for money option to host Nextcloud through a local provider, preferably 2TB of storage needed.

2TB local is gonna cost you a fortune

e.g. 1-grid will charge 1k a month for it...and that's on shitty SATA drives.

You could have a look at azure and huawei cloud too...they have a ZA presence. Think oracle cloud does too from memory

If you can drop the local req then you've got more options

Based on Oracle's DB licensing I wouldn't bother with their cloud option.

Azure (SA North) or AWS would do the trick.

OP needs to provide more information and there are costing calculators for both hyperscalars. There are smaller local players that will be cheaper, but then again, cheaper isn't always better.
 
Apart from the storage requirement, how scalable do you need to be in terms of concurrent users?

Quite a few different ways you could skin this cat in Azure* or other cloud providers eg.

VM
VM + DBaaS + Azure Storage
Azure Web App + DBaas + Azure Storage
Docker/Kubernetes + DBaas + Azure Storage
etc.

For a smallish single server deployment, a modest sized Ubuntu VM with Azure file share mounted for the actual file storage might be quite cost effective - Storage wise, you would pay for what you are using in that scenario. If you need to be able to scale out now or in the future you might want to get a bit more sophisticated.

*I refer to Azure as that is what I am familiar with. Substitute you cloud provider of choice as appropriate!
