Two weeks ago I donated my old laser printer and tonner to clinic since they do not have money to buy toner for some obscure brother printer.
WC health budget was slashed quite a bit, if person resigns posts are not filled.

For NHI to work clinics have to be upgraded to certain level and that is almost impossible.
